Storm Water Management & Aquifer Protection Plan

Hanover, Massachusetts

Overview

The Town of Hanover, Massachusetts has four water supply well fields. Since the 1970s, the Town’s aquifer protection area has undergone extensive development. The growth has resulted in increased residential and commercial use, traffic congestion and documented pollutant loading. The proximity of the public water supply to the documented and potential groundwater impacts from storm water and subsurface contamination has raised public health concerns among Town officials. Environmental Partners is assisting the Town DPW in storm water planning to address their aquifer concerns, as well as EPA’s Phase II Final Rule.

Approach

Environmental Partners conducted several workshops with representatives of the Town Department of Public Works, Board of Health, Conservation Commission and Planning Board. The workshops were used to educate officials to EPA’s Phase II Final Rule Program, the Massachusetts EOEA Watershed Initiatives program, and to discuss and overall storm water management policy. As a result of the workshops, the Town prioritized their concerns around its Aquifer Protection Area (APA) and has scoped out a Town-wide GIS mapping effort and APA specific Storm Water Management Program, since there are several waterways within the Town on the Massachusetts Section 303(d) priority list of impaired waters. Environmental Partners assisted the Town in obtaining zero-interest funds under the State’s Clean Water Revolving Fund Loan program, for their storm water management effort.

Solution

Environmental Partners used our experience in storm water management and water supply, and our knowledge of the Phase II Program and local watershed initiative to develop a unique program around the Town’s concerns. Our corporate philosophy has been demonstrated by the procurement of zero-interest SRF funding for a Storm Water Management and Aquifer Protection Plan. We worked closely with the Town Boards and Commissions to develop a long-term program to meet their goals, while developing a strategic and pragmatic approach to satisfy all parties.
