Overview

Environmental Partners Group was engaged by Skanska USA Building Inc. to prepare a health and safety plan (HASP), and provide assistance with pre-construction planning/on-site monitoring of air quality during the construction of an 85-foot deep underground parking garage for Harvard University.  Environmental issues at the construction site include dewatering operations and excavation of soils impacted with elevated metals and chlorinated solvents. 

Approach

Environmental Partners prepared a HASP in accordance with 29 CFR 1926, Safety and Health Regulations for Construction and 29 CFR 1910.120, Hazardous Waste Site Operations and Emergency Response.

Environmental Partners is currently providing support services to conduct area/personal monitoring and soil management monitoring for the excavation. Area monitoring consists of collecting real time data related to dust, noise, and total volatile organic vapors through the use of handheld instrumentation. The monitoring is conducted in areas of excavation prior to worker entry for construction activities. Contaminant specific monitoring includes placing monitoring pumps with sampling media (including filters, charcoal tubes and summa canisters) initially adjacent to excavations to obtain preliminary air quality data.  The area monitoring results are then assessed in order to evaluate the initial level of personal protection required for trade workers conducting construction activities within excavations at the site.
