Water System Master Plan

Hanover, Massachusetts

Overview

Environmental Partners assisted the Town of Hanover with their water system master planning activities.  The purpose of the planning was to formulate and present a long-range management plan and capital budgets for water supply, storage and distribution system improvements and to meet future water needs.  To this end, aerial mapping of the Town was conducted and a computer-based hydraulic model of the entire distribution system was developed.  The hydraulic model allowed the Town to understand the operation of the system under existing and future conditions.  As part of the planning, Environmental Partners also assisted the Town in analyzing their water treatment processes, particularly for iron, manganese, and color.

Approach

Key components of the Master Plan included review of Hanover’s population and water supply demand trends; making projections of future growth and water consumption rates; assessment of existing infrastructure elements; preparation of a town-wide map of the water supply and distribution system, generated in a GIS format; construction of a state-of-the-art, interactive hydraulic model of the supply/distribution system; regulatory assessment of existing and future proposed drinking water regulations; and making recommendations for phased improvements to major elements such as existing cast iron mains, storage/pressure control deficiencies, strategies for treatment of sources, and manpower.

Solution

The Haestad WaterCAD modeling effort incorporated our cataloging of the Town’s water system, data on pipe type and size, pump curves and storage tank designs, and flow tests of the distribution system in order to generate the critical calibration data.  On the basis of the model outputs and the assessment of existing conditions, Environmental Partners developed a comprehensive Master Plan with recommendations for appropriate improvements to the water supply, treatment, storage and distribution systems.  The Master Plan also prioritized recommendations in order of importance and established a phased approach to implement the recommendations.  The Master Plan also included comprehensive cost estimates for all recommendations in order to facilitate capital planning.
